In this clip, Michael Franzese breaks down the various positions of power within the mob. It’s not that complicated Vlad just watch The Godfather. When Don Corleone is in the hospital after being shot, Sonny, who is the underboss, became the acting boss while his father was on the mend. Tom was Consigliere and voiced strong opinions but Sonny was the clearly the one in charge.
But it's also dependant on the individual. Some families are structured in a way where the titles are formalities. In Chicago, Tony Accardo was tge most powerful figure in the Outfit. Even though, technically speaking, he held down the #3 position as Consigliere. Gaspipe Casso was the Consigliere and then Underboss of the Luchesses, but he pretty much comported himself in a way where he was the ultimate authoritybover the official boss of the family. Carmine Galante, after being released from prison in the early 1970s, wasn't a boss, underboss or consigliete. Yet he functioned in a way as if he were a boss. Making people, conducting a ceremony, having his own "administration" (Underboss, Consigliere). And that's why, according to Massino, he wound up being killed. Fat Tony Salerno was recognized as the boss, he represented the Gdnovese in Commission meetings, was the liaison with other families. Yet while he held tge title in public, the real boss was Gigante. In other words, the structure itself doesn't always define who has more influence and is a more powerful shot caller.

Trump was President, Pence VP, and the 4 guys who were Secretary of State during Trump's tenure. Technically speaking, the hierarchy is Trump #1, Pence #2, and Brennan, Tillerson, Pompeo, etc. #3. That's tge line of succession should something happen at the top. With that said, people like Trump's son-in-law (Kurshner), and his daughter (Ivanka) had just as much power and influence, and maybe even moreso than Pence or Pompeo, because they had the President's ear. Or were often placed in situations that a political appointee would typically or traditionally be found in. That scenario is exactly how the "politics" of crime families have operated. The best examples of this would be the Genovese Family, the old Chicago Outfit, and the Gambinos.

A consigliere is a personal counselor for the boss who advises him on administrative matters and decisions. It's a role owed more to tradition than business structure. Even a consigliere is allowed a soldier within the family to work directly under them like a chauffer, bodyguard, and aid. They're technically third-in-command over a caporegime because they're handpicked by the boss to be a top part of the family administration. That's it and that's all.

After listening to this conversation on this episode I just realized there wasn’t really an underboss on the Sopranos. When Uncle Jr was boss Tony was like an Underboss but he was really the boss Jr just had it in name for when the Feds come & they did & he went away. But when Tony was the boss he just had a bunch of Captains(Chris, Paulie, Ralph, Vito, Carlo & a couple other names I can’t remember) & then Sal as his consigliere. I never really thought about this until now.

Generally speaking, there's really no point. Bosses are the federal targets, so cooperating is really only gonna probably take enough time off so you can MAYBE get out of prison when you're shitting your pants and a day away from death or something.

A consigliere is a buffer. He's an insulation layer between the underboss and the boss as well. If a Boss wants to give an order. He's gonna ask the consigliere to ask the underboss to give the order, the underboss in turn gives the order to a captain who gives the order to a soldier to do whatever needs to be done. This is so the only way the boss can be linked to the crime is if every link in the chain was to give. But RICO changed all that. Consigliere doesn't have to be a mobster as he is an advisor ie Tom Hagen in the godfather who was was a lawyer, I believed that he only ever answered to the boss. He couldn't give orders but only the boss could give him orders but Michael said underboss can give him an order, didn't think that before now.
The Consigliere as far as i know is part of the mob, meaning they were made and went through the process like every other member. They weren't just picking anybody to advise the mafia.

For one, Tom's character wasn't Italian, and only Italians could be part of the Mafia, anyone else could only be an associate at most but they never have a chance of being made and therefore could never hold an official position (Jimmy Burke AKA Jimmy Conway from Goodfellas and Henry Hill for example were never made because they weren't Italian, only Tommy was). It would also be incredibly stupid to have someone who's not part of that life advising for it and hearing everything that goes on.
