This 1971 color anti-drug use and abuse film was produced by Concept Films and directed by Brian Kellman for Encyclopedia Britannica. "Weed: The Story of Marijuana" combines time-lapse, montage, illustrations, animation (by Paul Fierlinger and emigre Pavel Vošický) and dramatized, documentary-style interviews to survey the evolving role of cannabis in U.S. society, with emphasis on the legal risks faced by young people. A unique score of experimental synthesizer music is provided by Tony Luisi on an EMS VCS 3 “Putney” (TRT: 23:42).
Opening titles. The Encyclopedia Britannica Films logo (0:08). A shirtless young man speaks into a rotary-dial payphone. Pull back to reveal a jail cell in a police station. “Charles” is led down a corridor of open cells and locked away behind bars (0:21). Time-lapse photography shows the stop-motion growth of a cannabis sativa seedling over narration and EMS VCS 3 synthesizer music. Narration mentions other street names: “Pot, grass, weed” (1:20). Closeup on fully developed marijuana leaves (2:05). A lawyer speaks in an office (2:14). A hand holds a small “joint” or “roach.” Pull back to reveal a police officer. Two young men, one shirtless, the other in a fringed leather jacket is being arrested or “busted.” They are loaded into a red Philadelphia Police vehicle (2:32). A poster with an illustration of a hand holding a revolver pistol: “Law and Order” behind the lawyer, Bernard L. Segal, who questions Charles' mother, depicted anonymously, via a closeup of her hands (3:05). Charles, barefoot, is weighed on a scale at the police station, then a mugshot is taken (4:06). Marijuana plants and analog synth music. Clouds of smoke. A Chinese style pipe and illustration of smokers. An illustration of Indian men smoking from pipes. An African pipe for smoking hashish or “hash.” An illustration of Arabs with water pipes or hookahs (5:07). “Paris 1886” Baudelaire carries a banner with Alexandre Dumas, Théophile Gautier: “Hachichins,” representing the Club des Hashischins. Legal, commercially available “Powdered Indian Cannabis” and “Bliss Native Balsam” syrup. An ad for “Swan’s Cannabis Compound, A Nerve Tonic” pre-prohibition (6:10). Photos of early 20th century importers and growers. A poster: “Marihuana, the Assassin of Youth” and newspaper headlines. A scene from “Reefer Madness” (1936) (6:36). A poster for the film “The Burning Question” (1919). Late 60s magazines: “Pot, The Marijuana Consumer’s and Dealer’s Guide, Marijuana Review, The Complete Cannabis Cultivator, Psychedelic Review.” A 1970 “Dizzy’s Farm” blacklight poster w/ Goofy, Donald, Mickey and a hookah (8:54). Buttons: “Let’s Legalize Pot, Please Hemp Me” and anonymous longhaired loiterers. A 1970 East Totem West “Sunshine Man'' blacklight poster (9:22). Montage of anonymous people in public: A young woman with a film camera. Urban high-rise office buildings. Young men in suits. Young women and babies. Elders knitting (10:02). More “Reefer Madness'' (11:15). Police trucks and arrested youths under lock and key. A security video monitor (12:02). An illustration of male and female marijuana plants. The chemical structure of THC. A six-volume 1894 study: “Indian Hemp Drugs Commission'' (13:53). An animated cartoon of a smoker exhibits side-effects, including dry mouth, tremors, and hunger (14:55). Another animation of a brain and an eye attempt to illustrate shifts in perception (15:40). A young man tests his reaction time in a laboratory test (16:30). A driving simulator using a steering wheel and a 16mm film projector (17:09). A large white rabbit is pulled from a cage and is injected with a syringe of “radioactively treated THC.” Chemist and glassware (18:06). A jail cell (19:08). A heroin user’s “works” are produced from a metal cylinder (19:45). The animated cartoon man grows in size as words fall from above: “Draft, parents, love, sex, school, work.” He smokes, floats, then crashes (20:51). Fingerprinting. A photomontage of want ads, passports, maps (21:26). Review of previous scenes. Narration predicts a lengthy road to legalization (22:03). End credits (22:46).
At the time of this film’s creation, marijuana possession was a felony in 28 states.

How very interesting that even in 1971 they knew and admitted that marijuana doesn't impair driving ability. Those results were confirmed in a 1999 study (and probably others since then, but I read the one in 99 in college, so it sticks in my mind) which found that stoned drivers were a bit slower to react than sober drivers, but unlike drunk drivers who tend to underestimate their impairment, stoned drivers tend overestimate their impairment and consequently drive slower and more conscientiously than even sober drivers. This conclusion was borne out by highway traffic data that showed stoned drivers were slightly more likely to be involved in minor accidents, but were considerably less likely to be involved in fatal ones. None of which is an argument that it's a good idea to fire up a fatty and go speeding down the highway, but like this 50 year old film says, laws should be based on facts and science, not propaganda and hyperbole.

Where did the film state that weed "doesn't impair driving ability..." I only heard about one specific aspect, tested on a simulator. I get it, smoking weed is likely less of an impairment to driving than drinking hooch, but the film NEVER stated that it "doesn't impair driving ability." Don't get me wrong, I'm all for weed, But let's not pretend being high has NO effect on driving. When we state blanket shit like that, we are as bad as the "anti" crowd.

Being I’ve driven high for over 13 years and never an accident while high as a kite, but did get in an accident while sober as an ox, driving on black ice, is enough evidence for being more aware of my surroundings while under the influence of Marijuana.. While each individual is different, smoking a can bong for only my 3rd time smoking, while driving has also taught me how to safely drive with my knee, something that has saved my life while sober.. My second time smoking, I did have to drive home after, and thought I was passed a 90 degree turn, on a dirt road, and had to correct my steering, 3 times, fishtailing at 50 mph, and bringing my car to a safe stop in front of a tree.. First time for that fishtailing experience, that could of easily happened being sober and only tired.. I would prolly not be here, if not high, and able to make quick decisions that night.. Ive also avoided two other near accidents as a result of being high on marijuana, much later in life, while delivering newspapers.. First was a guy on a cell phone, in a big black truck was completely sideways in my rear view mirror, while I had brakes on and blinker on, to make a paper delivery.. While it had been a half hour since my last partaking, my reaction time from seeing the person only 6 inches from my bumper, was a mere split second, and the extra fear was what caused me to stomp the accelerator so quickly.. Second time it was a semi truck that I seen jack knifing in my rear view mirror, and once again that extra fear allowed me to react faster and avoid death.. Now for the black ice story, and all of these incidents happened within a mile of each other, on the same road.. I was driving 50 mph, two tracks on the black pavement, snow on between the tracks.. Completely unaware with the fact that it was all black ice, as forward motion on a slippery surface is hard to notice, until you have to brake, and/or turn.. I braked then went to turn left, before I got slowed down enough to safely do so (ticket for driving to fast for road conditions).. My sober brain could not think fast enough to just let it slide by and take the next road up, instead turning and hitting a vehicle stopped at the two way stop.. While being high on marijuana will be different for every person, it’s saved my life 3x to date, and I pray that reading this will save someone else’s life some day as well.. One side bar story, I was drunk beyond drunk and everything was so wavy, the lines, the dark background, and I had to drive back home.. If not for smoking marijuana before driving home, I’d have died as well, unless god drove, as all the lines straightened out, and no more waves..

I live in Illinois and it is now legal for adult citizens of the state to possess up to 30 grams of cannabis which may purchased at licensed dispensaries. While the weed has been freed to some extent there is still no "free weed" available that I am aware of. The situation could be improved by amending the law so as to allow personal cultivation. In the meanwhile, just remember that times with dope but no money are way better than times with money but no dope. Going further, I have long advocated the repeal of the Controlled Substances Act and all similar legislation in all jurisdictions.

Maybe that explains why allowing for individuals to cultivate their own cannabis has not been given much priority. Some other states that have legalized cannabis do have provisions that allow for personal cultivation.

Cannabinoid receptors are of a class of cell membrane receptors in the G protein-coupled receptor superfamily. As is typical of G protein-coupled receptors, the cannabinoid receptors contain seven transmembrane spanning domains. Cannabinoid receptors are activated by three major groups of ligands: endocannabinoids, produced by the mammillary body. We already have naturally occurring cannabinoids in the body (endocannabinoids). Why would this be true if it wasn't made for consumption? Was cannabis introduced into our bodies long ago, then we developed the receptors later via DNA changes, or have we had these receptors since creation? The fact that we have these receptors wasn't discovered until the 80s.

I don't see in how far this should be called an "anti-drug use and abuse scare film". Isn't it a fairly balanced, credible-appearing work aiming at as proficient a degree of clarification as possible?

to now practically being legalized in many US States without Federal approval.

Yes, according to the 10th Amendment the states have the right to decide for themselves what's not defined in the Constitution. Last time I checked, there was nothing in the Constitution mentioning Cannabis.
