Only thing I can think of is that once it got past the atmosphere, there really isn't anything to slow it down in the vacuum of space. The Karman line is 62 miles up, so once it hits that.... the shockwave will be coasting. On another note.... you do need matter for a shock wave to travel through and continue kind of like a ripple through water..... Hmmm......

There would be no way for the structure to survive without some scifi energy shield that blocks the heat. Energy weapons are all heat weapons.
