cant thank you enough, i have been on this project for like zillionth hour figuring why wouldnt the damn bevel modifier wont work..... you just saved my new laptop....
This should be included as a note *in the blender installation wizard.* This solved all of my mesh issues *as well as the majority of my life problems.*
I literally worked through the same part of a project *10* times trying to understand what I had done wrong with a single piece of "baseboard" that would simply NOT bevel. Thank you for saving the life of every object in my office, as I was near the point of spontaneous combustion.
Was doing a tutorial, and the bevel modifier they said to use was not doing what they said and showed it doing. Thank you for finding a solution to this. Now looks like the tutorial.

I didn't know that it doesn't cancel the extrusion if you hit Esc while doing so, it simply extrudes to the exact same location as the previous edge/faces. Thank you!
When I get unexpected results in blender I start by turning on the face-orientation and statistics overlays. Face-orientation often reveals problems that can be quickly fixed. Statistics helps me get a grasp of how many superfluous vertices might be lurking about. I've spent a ridiculous amount of time hunting down roque vertices.
Maybe this will be useful for somebody else: if this doesn’t work for you, double check you’re not working on an object that has unapplied scale transformations (ctrl / cmd + A => Apply Scale)
... or you could just go to Properties Editor - Modifier Properties - (the modifier with Bewel, might have been renamed) - Geometry - Intersections and remove checkbox "Clamp Overlap". That checkbox is enabled by default for all new bewel modifiers to avoid issue where edges that are shorter than the bewel amount would cause intersecting edges. And if you do zero length extrude you have edges with zero length and the "Clamp Overlap" will limit the maximum bewel length to zero. That said, you still want to fix the geometry to not have zero length edges but the lack of bewel is caused by that overlap clamping/limiting.
