About the cranes, the end winch primary use on the cranes, is to raise the float plane out of the water ether from starboard or port for plane protection,depending on wind velocity and direction, now, the inner winch on both cranes only purpose is too raise, lower all small crafts in or out of water.

That is correct, I also do believe the haws way you have it going through is for the line to tie the ship up to the dock. there are photos of the Pennsylvania showing the chains as it is in dry dock
Heyy Ben ! I’m Wondering about the anchor chains. I see you ran the chains to 3 anchors just as depicted in the reference photo. Where is the 4th anchor ?? How’s that work ?

Those chains on the bow may be for paravane streaming. Hood has the same in pictures I've seen...but it does look cool.
The "fittings" you mentioned on your anchor chains are called Pelican Hooks.
