It's is laser hair reduction procedure. If you get it done your hair will grow but it'll be very sparse and very thin ( almost invisible) and it'll be very easy for you to manage them
Meaning some hair follicles will die permanently and other functional ones won't be as functional as before so you'll get a very scanty hair growth which is very thin and negligible
