Something I like is that the song sounds all dark and mysterious,like it has no clue exactly what it's trying to be but it's trying to fit anyway,all the way till the giant build up around 1:10,and past this it sounds more triumphant,complete,and powerful. This song clearly is trying to tell a story like Ken and Akuma's themes. Also 1:47 this is the only time you ever hear this instrument,signaling triumph after a great struggle. So basically this theme without words is explaining Bison's story from falling from graces to losing his name and memories to regaining his status and name,all without the memories of the past. I would say its because in a way Bison's theme feels like a prequel to JP's with JP's being more of a show off because its his first appeareance , having more intense sounds but only goes "psycho" at the middle of the theme, Bison's on the other hand mantains intensity but doesnt overdo it.

See, say, Cody in Street Fighter Alpha and Simon Blackquill from AA4 both being prison inmates who break out of custody, but just do what needs to be done and then go back into custody.

To me, another part that stands out is 1:33-1:47 where it subtly sounds like a heroic theme in a twisted way, which sounds like a play on his SF4 and SF5 theme sounds which also seem upbeat and heroic

That's true. A lot of people are just blinded by nostalgia and dislike the SF6 themes because those are not SF2 or SF3 remixes. But once you give them a closer listen you realize how much they fit the characters, just from a different perspective that their past themes. As you said, the villainous characters have themes representing the menace they pose. Ryu's new upbeat theme shows how he can finally enjoy fighting the way he always wanted to. Akuma's theme just has a sense of raw power with a slight disortion symbolizing the demon in him.
just went and checked character and stagethemes again ... and seriously i can only think of a few themes that i'd personally consider lackluster but the overall ost imho is definitely top even with the generally more laid back tone compared to SF V and 4

There's a chill touch at the start that makes you think it sounds like a regular beat a rapper would make, but at the measure you keep listening to it, a sort of frightening feeling starts creeping up. A kind of menace that is growing at each second as the beat starts getting deeper. It also has a high-class-likeness to it, some fancy air on it. I highly praise Capcom music team for such feelings this ost inflicted upon me

M. Bison's theme rocks. It sounds mysterious, ominous and yet there's some desperation mixed in it as well. Like he's desperate to find a way to regain control of all he once had.
weird i don't feel any desperation in this at all ... that was more with his SF5 theme (the worst variant imho)...
