Because of this, it’s common for animators to find ways to make animation easier. Super Saiyan hair is shorter, so it requires less time and looks less awkward when not completely fluid. Super Saiyan 3 on the other hand is very much dependent on how fluid the hair moves, thus needing it to be animated frame by frame with motion. It wouldn’t surprise me that they don’t use Super Saiyan 3 much because of how time consuming it is to animate all the frames, much like how they never brought back cell due to drawing spots on him being quite annoying.

Even if Goku isn't significantly stronger than Vegeta (which he was in Z), having more experience with SSJ3 would be enough of a deciding factor for the fight. Goku would be able to manage the strain and energy control to last longer in the form than Vegeta. Especially if he had gone into fighting him without breaks like he does here.
