It's not just Colorado. States build new bridges (and roads) that waste money on unique designs for the bridges when a standard design engineered for the location would suffice. They also waste money on artistic decoration and landscaping that should be spent on the upkeep and replacement of existing bridges and roads. Every dollar should be spent to replace and maintain our roads in an efficient and responsible manner.

The revenue for bridge and road repair, thanks to legislatures, is deposited into the states "general fund". According to state records we have only one general, a Maj. General in the Nat Guard. Currently navigating a bridge failure on I-195 in Providence. Bird feces hid the structural deterioration. Narragansett Bay

@@gregculverwellabsolutely, though that's also not to mention that rebar and concrete are simply exponentially better together than concrete or steel on their own. One is good in compression, the other is good in tension, and, honestly, on those poor-rated bridges where the rebar actually IS showing through (the fair-rated bridge had exposed piping, very different), that just means that the rebar has been doing its job at keeping the bridge together; of course, now that the rebar IS exposed on certain bridges, the time has just passed to be starting serious conversations on their replacements, because, once the exposed parts of the rebar start to corrode, that can spread and become systemic to the bridge in a relative hurry.
