Because the tools / system they are using isn't properly regulated yet. To my knowledge the whole idea of Crypto was to be decentralized from governments ( which could have their benefits), and since it isn't controlled by governments technically no crime is being committed. As for fans I would have to argue most are just idiots who 1. Don't want to admit they did a stupid thing, because they feel that would be showing weakness and / or just don't want to admit to being dumb. 2. They are hopelessly holding out hope that the influencer will return and others are just being jerks for the sake of it. As John Oliver put it in his show the term they use alot "HODL".
I vaguely remember hearing somewhere that crypto scams often don't get reported to authorities, which is the first step for anything to happen. While there are no laws for crypto, there are laws already in place that get applied to crypto because ultimately they're still defrauding people of their money and making false financial promises. Part of the problem is that you can have people from all over the world involved in these things, making it impossible to prosecute.
Rule of thumb. Don’t listen anyone talking wildly outside their field of expertise. No artist talking about money or tech, no tech talking about politics etc.
I would think that wealthy celebrities have financial advisors who tell them not to do this. So I don't buy that the celebrities were unaware of what they were getting into.

It means that should they give bad, unethical or unlawful advice and it gets found out by their clients or authorities, they can be sued and held liable for it.
