Being tanned is viewed as attractive because it shows social status, that you have enough free time (/money) to lounge about outdoors. It's the same reason many years ago, being pale was seen as desirable, because it meant you didn't have to work outside in the fields. But when more jobs moved inside (manufacturing and office jobs), the thing that was seen as desirable switched, because what it meant to have wealth switched. It's the same reason that being tanned is attractive, but having a "farmer's tan" isn't. A lot of fashion stuff starts off as a way to show off wealth or station, e.g. high heels were started by nobility to flex that since they didn't need to be on their feet all day, they could wear inconvenient and comfortable shoes.
