Lovely job, as always. I couldn't guess the year of manufacture but the decoration makes me think it may be French, in the "Beaux arts" tradition. Which would suggest manufacture some time around 1870-1900, give or take (remember, still guessing). The blue patina I assume would be from copper mixed in with the silver, which makes me think it might be German silver as opposed to Sterling, which is closer to pure (97.5%, I believe). So I'm thinking French, German or possibly Swiss in origin. Again, lovely job on it.
