The housing problem in Spain is not because of Airbnb. It is because of the massive immigration that we have, especially from Latin America. There are more than 10 million immigrants in Spain (something crazy) and every day thousands more arrive at the airport with tourist visas and then stay illegally asking for residency after only 2 or 3 years. No matter how much they control airbnb or how many flats they build, if they don't stop immigration, there will never be enough housing for all Spaniards and it will be expensive. Just my personal opinion, and sorry for the political comment.
