He's close, grade 3 chip is larger than grade 5, the 3 goes on first, then the 5 locks into the gaps (windows) in the grade 3. Usually you will do the two grade chips, 2 grades apart. 2 is largest 6 is smallest. So 2,4 or a 3,5 or 4,6.

They do act differently when you film them. I got pulled over for not wearing a seatbelt. I was requested to give my drivers license, but refused. He said he'd arrest me after giving him my details, ie full name snd date of birth. So i said, arrest me then. He didn't arrest me snd let me go.

I just comply, so i can get on with my day and so can they. But I understand what he's doing here, he's testimg them on their knowledge and protocols whilst practicing his acquired knowledge of his cival and democractic rights. By doing this, hopefully those cops review their SOPS for stationary stops and do some revision on civilian rights and their rights as public servants etc etc, so they can better conduct their job's and so time isn't lost. Because time is in my opinion the most valuable tool law enforcement have, which should not be wasted when NZ already have an understaffed police force. I wont blame the police in this video, nor the subject refusing to comply. Because both parties could have with their discretion saved lots of time by just making the appropriate commonsense decision. For example, the subject could have just complied which would have saved valuable time for both parties. 2: since both police officers appear to not know the correct procedure, they could have requested support from their superiors via mobile phone for the correct procedure and applied it to the subject whilst being transparent, or just apologized and let him go. Looks like a complete shambles .. but the subject is lucky he's not in the United states, otherwise he may have been shot lol
