They didn't start fighting until the last 3 rounds, then it was a fight. Shavers was the aggressor throughout, and arguably won the fight. Ali was waiting for Shavers to tire the entire time, when he realized it wasn't going to happen, he stepped on the gas and fought. He did some damage at the end, had Shavers hurt, but aside from that, Shavers was the one who did the most damage.
