I disagree with your definition. Incest" is actual sexual activity of some sort between close related people of any age, and possibly, stepfamily, though the taboo against that is less. If one of those people is an adult and the other isn't, then it is ONE form of child sexual abuse. But it does not distinguish between abuse by a family member and somebody else. That is still illegal, of course, it is either child molesting or statutory rape, depending on the age of the minor. But it's not incest, which carries an extra penalty.
