From what I've found, Poland had around 850k-950k mobilized soldiers, with their max of 1.5 million soldiers, but they couldn't mobilize 'in time' to be ready in the fight. (this 'in time' was, as far as I know, a result of a political/diplomatic hurdle, the Polish military wanted to be more prepared, but couldn't. I'm no expert for this so I suggest an in-depth look into specialized sources.) The Soviet Union had 36 million, Germany 18, the USA 16, Japan 9 and Great Briton 6 million. China was at 14 million. At least these are the numbers I find on a quick search, they might vary from different sources. However, these are around ten times higher than the numbers for Poland; the fourth largest army at the time should be, from these numbers, China. Maybe you've looked at a misleading graph or something else, my instinct says it was a graph of victims/deaths from military and civilian population. In this category, Poland was indeed the country who suffered the 4th highest losses, with the Soviet Union being first, China second and Germany third. A gigantic percentage of these Polish losses were civilian, sadly.

You don't invest a lot of money on training and marketing for a gladiator, only to let him die on his first fight and start from 0 all over again.
