The difference between the State and Local governments in the developed countries compared to their counterparts in the developing countries is that the developed countries use their tax revenues to develop their counties. Whereas, the tax revenues in the developing countries goes straight into a SINGLE pocket and or are used for nothing I came to Ghana to spent this new year ,and I saw something good at the city of Aboabo in Kumasi because their Honorable MP Murtaka is working for them. Nice roads and public library to say the least, are some of the projects I saw over there. Case in point, Kwadwo Asamoah has done a great job. He would definitely enjoy tax breaks and or funding from the government for putting up this edifice to support the general public like YMCA in the United States of America.
That is baloney! American spends so much tax payers money on useless wars while many of their people are homeless and have no health insurance. The only difference is American can print the money; we cannot. That being said, how do you compare the tax revenues from countries in which incomes are way higher than ours? My property tax alone is $10, 000 a year. If I don't pay it, they will come and seize my house. In Ghana, when people are told to pay taxes, they say we will vote you out in the next elections.
I honestly don't know how he does it. Have you been to Boubain, where he lives? My family moved there some years back whilst I was in Accra. When I went there I was so shocked. Not just the main roads oo but all the lungu lungu roads. I remember saying that a lot of neighborhoods even in the national capital don't have that. You're so right. Decentralisation has really failed us. They appoint party boys and girls to local govt positions only to enrich themselves. The MMDCEs do nothing to develop their communities.

Go into their history and see how they got to the stage where the private sector became the engine of growth. The public sector built the foundation in relevant education, R&D, infrastructure and the purchasing power of the state to build the kind of private sector they have today. If the public sector is not working, trust me, even capital formation by the private sector becomes difficult. It takes deliberate policies by govt for any sector of the economy to grow. Let me give you an example: our poultry industry is virtually dead today. Private sector people are the ones in charge. But they've lost their investments due to unbridled market liberalisation. Cheap imports have killed them. Same for textiles. Any private business person wanting to go into the sector today risks losing their investment. What will it take to reverse the situation? Political leadership. Unapologetic and courageous leadership that would say we must build our own. How? Loans? Subsidy? Import taxes? Business support services. A feed factory? Etc, etc. It would take Govt saying: we have this or that incentive package for any private man who wants to invest in a feed factory, eg, since it's critical to the sector. It could be a tax holiday or a PPP or something. All I'm saying is: let's not downplay the role of the state at all, especially for developing nations. The private sector doesn't grow and drive an economy by chance. Thank you.
