I'm a student of UPSA and what they did is right, cause they told us that exams will start at 8:30am but they started the exams at 9:00am. Those who came after 9:00 were not allowed to write.
Being late to a class or exam is not about you. The main reason for such rules is that coming late disrupts the thought process of the other attentive students and/or lecturers in the hall.

For example if your work requires you to operate a certain machine or work on something at a particular time, you are needed at that station or desk before or exactly at that time to execute your task. I did write some of the exams today the crazy thing was that the lecturers were late themselves cause the starting time was 8:30am and as at that time the halls were closed and we started at 9am plus

This is what actually happened : The exam was suppose to start at 1:30pm which the student have to be seated by that time, but unfortunately the examination started late almost 2:00pm, the gates were closed at 2:00pn, so its their fault not that of administration.
The reason this debate didn’t get anywhere is because this entire argument is full of graduates/ students and no Lecturers. In a debate like this I think the best option was to invite a lecturer to be a part of the discussion.
This is about discipline. Cause you can’t be arriving late to a job interview. You’re always expected to be 15-20 minutes early no matter where you’re going. Cause here in the USA if you’re even 5 minutes late to your doctors appointment, they’ll not assist you cause they’re moving on to the next person. We need to learn to disciplined ourselves PERIOD
