The only reason why Owen isn't playable it's because they didn't make the assets for it in the main game. In other words, in the main story all the characters from this mode help you in combat (Jessee, Dina, Joel in flashbacks, Manny, Mel, Lev, etc), but Owen only appears in cutscenes, they never animated him fighting in gameplay, that would've take them time and work to make him playable and that's the reason why he's not in this mode.
