It's not quite 'Nihilistic" per se though, because the end-goal is the (hopeful) improvement in the shows & the (again, hopeful) restoration of quality to these franchises, back to the formerly high levels we once enjoyed at one time. If it were true "Nihilism," then it would consist of holding the older versions of these franchises in the same low regard as the new, but that is not the case.

Casting Picard as an old, white male just because that character had, had a stellar and accomplished career with Starfleet, is a clear indication of the systemic racism that exists in today's entertainment industry and the white-mail privilege that needs to be expunged from that business. The new Dr. Who has definitively shown how white-male lead characters should be replaced by females and just how much better the series will be for it.

Well, it's particularly aggravating - and that is the reason why I think the whole piece of dialogue is an intentional insult to SF aficionados - because the book the Daystrom researcher is holding in that scene happens to be Asimov's "I, Robot".
TNG Picard would never have dismissed a brilliant mind - for his time - like Asimov as "Eh, I just don't get it". In fact, to put these words, about this work, in the mouth of Picard portrays him as somewhat of a simpleton and just goes on to solidify the demolition of his character as carried out by this show.

I love how Picard seems to have zero clout, zero influence and no markers to call in from... Well, ANYONE. He's one of the most influential people of his time, saved entire planets, races and the federation so often that they should make that his job description, was portrayed as a consummate diplomat and accomplished officer that led thousands of brave men and women in uniform through-out his career and should be on first name basis with almost all of the movers and shakers in the federation, but because they couldn't afford the actors of the original cast (or they declined to appear in this trash fire) or wanted to introduce a plucky band of mostly female misfits, all of this suddenly doesn't seem to be canon anymore.
He's getting snubbed, ignored, thrown out and apparently he conveniently forgot anyone who ever owed him any favours, respect or loyalty so that he's now reduced to literally scrounging help from trailer parks.

In addition to all the problems mentioned, there is also the issue of Picard being the alleged protagonist, but not accomplishing anything. He pretty much just reacts to events beyond his control, and all attempts of his to take control end up in failure - at least so far.
    - Before the show even started, he tried to organize the Romulan rescue mission and failed.
    - He attempted to make the interview about the Supernova and avoid being ostracized on TV and failed.
    - He promised Dahj to help and protect her and failed spectacularly.
    - He tried to follow up some leads and mostly failed, only being saved by his housekeeper who happens to be a Romulan superspy.
    - He tried to get Starfleet's support and failed...
    - ... because he also completely failed to read the intentions of a character who obviously hates his guts.
    - ... which makes his failure worse because it sets him up to fail in his intention of saving Soji.
If Picard is supposed to be the main character here (and if he isn't, then who is?) he better start having some agency soon.

Because their fucking hacks who don't give a single fuck. Roddenberry, for all his faults, genuinely believed in Star trek and built the entire "world" in his head outside the federation star-ship enterprise. Clothing, ranks, attitudes, etc. all flowed from him and in the hands of better writers (and people who give a fuck) this was molded into cohesive world that made sense. He certainly was not always a positive influence, but he kept everyone in check. there is no longer a Roddenberry (and the various other producers who gave a shit) to keep everyone in line.
its the same shit that happened in the last 4 seasons of GOT. realistic medevil clothing, and armor were thrown away for garish and impractical looking embroidered leather straps and armor that looks more appropriate at a gala than a battlefield.

When they try to design "futuristic" clothes in fiction they always looks ugly and ridiculous. There's a reason why fashion has become simpler and more practical in the last 300 years. I think The Hunger Games handled it nicely, they just used normal current clothes but added a few flashy details here and there. Except when they showed the clothes of the richest classes, which were suppossed to be over the top and decadent.

We know this series is set in the Kelvin Timeline because Romulus was destroyed, as stated in the JJ Abrams reboot movie and no other timeline has Romulus been destroyed, unless you count the Star Trek Online MMO timeline too. We also know its set in the same universe as Discovery, as we see a hologram of the Discovery version of the USS Enterprise (now 25% different) before we see the Enterprise D from TNG. So unless this is another new timeline, it is essentially the Kelvin Prime one. It could be called the Kurtzman timeline, since he says he doesn't like writing Canon and I'm sure that "I don't like Science Fiction, I don't understand it" line was written by Alex Kurtzman.

    How it could have gone:
First few episodes: Dealing with the upheaval of having the Romulan Empire falling apart after Romulus is destroyed. Some Federation malcontents lobbying to not allow Romulan refugees into Federation territory, but the Federation reminding the malcontents that one of the primary aims of the Federation is humanitarian aid, no matter who needs it.
Remainder of episodes: Lore was rebuilt by misguided android researchers, and then built an army of androids who went on to attack Mars.
Lore and his army are then hunted by the TNG crew, who then discover that Section 31 are building weapons based on Borg technology, and looking into turning deactivated drones into subservient soldiers for use where there are to be no witnesses left to tell what happened.
Section 31 were also the brains behind the malcontents, as 31 did not want another former enemy living within the Federation borders.
Also it turns out that Lore had been rebuilt and reprogrammed by 31, and sent to destroy Mars, crippling Starfleet and then 31 would come to the 'rescue' by revealing their advanced Borg-based vessels, becoming the de facto military of the Federation.
Unfortunately, that is when the Borg drones reactivate, their Section 31 programs being wiped and reverting to Borg directives. They take over the Section 31 ships and warp off, intent on starting a new Borg Collective.

Actually, in "Disaster" episode O'Brien explained it - Troy had highest nominal rank (lieutnenant commander, outranking him formally) and longer tenure than Ro Laren. She was, by all rules, senior officer present. Also, it was made to show lesson how she both took up the mantle and the same, asked for suggestions from O'Brien, delegating and trusting her NCO. In later episodes, inspired by brief performance of dr Crusher at the bridge, she tried the command courses, just to be ready should another case demanded her to step up.
