The reason why you are able to extract it so easily is because Hydrogen is lighter than Oxygen, meaning it will rise to the top, hence the top tube. Depends on application. Battery won't propel an object without another device. Battery only supplies energy but gas provides energy and force, you only need to direct it.
The only way with this kind of set up is to have the anode and cathode separated with each in a vessel that lets the individual gases float up but shares the electrolyted water for conduction. For those who haven't seen that sort of set up, Google shows just how simple it is, even if it is a bit more complex than this.

you don't need to full up hydrogen car because it will be dangerous, car will only used hydrogen directly after it is created through electrolysis process.
