You can not wholly predict what a person will do in a high tense situation even with months or years of training. You can prepare them as best you can but when shit hits the fan on loss of limb or life because a factors some officers can pull through and remember their training while others fail to act or even over react. Other then a taser, pepper spray or pepper balls and bean bag rounds not much else exist out there. I have seen things like bolo wire launchers or net guns but those have yet to be considered effective enough for police to use. Tranquilizers are also a big no since they can kill if it's the wrong dosage (also depends on the person's physical build) or not be effective enough because it takes too long to kick in. I've heard of the technology for taser rounds but those are still in testing.
