I’ve been 3 times this year for work and really love the eastern side of the mountain. It’s more suburban, but is extremely safe, has some great walks/hikes, restaurants, and is an easy ride to the city and Kalk Bay / Muizenberg Beach. Also you can get some great meals at the wine farms in Constantia.
Point of correction re moonlighting Lionshead: don't use a torch or any artificial light. It is actually hazzardous. Use just the full moon light and city lights. Torches or flash lights as you Americans call it cast unnatural shadows making it very difficult to see where you should be stepping. Ive done that hike many times and the full moon and city lights are more than enough.
Try Satori in Kalk bay, never disappointed with their food. And then on the western side there's a place called Damhuis on the beach. Very good value for money and big seafood portions.
What about Stardust restaurant where the waiters are the singers as the entertainment for the evening and they are good. They are students and study at either UCT opera school or V & A theatre school. Awesome place and bucket list. Then there is Marco's place African restaurant and the African Gold Mali restaurant. And the clay cafe in Hout Bay or city centre. And take the steam train to Elgin's railway market.
Another cheaper car rental company in Paardeneiland, approx 15km (8miles) from the city called Rentacheapie. Their deposits are very reasonable and rates as well. Much cheaper than the mainstream rental companies
How physically fit is your mom? I‘m 55, and will go to Cape Town in Jan. I am medium fit - used to long walks, but less experienced with really steep paths. 🙏
My mom is also 55 and medium fit -- she does lots of trail walking but not many hikes with steep inclines. She took her time and didn't have any issues! There's 2 parts where you'll want to take things slow and should expect a steeper incline. Just be sure to have proper shoes, hike with someone, and don't feel the need to rush. Sarah says she would recommend it. We see plenty of women walking around alone but it’s probably more important to do your research ahead of time to make sure you’re in a safer area of town. Sarah doesn’t think she’d take an Uber alone at night but says she wouldn’t be hesitant with many other things. Hope that helps!

As a Cape Tonian I can confirm that you nailed it. Perhaps a visit to Kirstenbosch and watching a concert there is an omission.
