They are electrical wire snippers, flush cut. I am partial to hockey tape instead of electrical, and in the case of foundations, I prefer to melt the paracord just slightly together then use nylon twine over that, melt that, and then just weave over that. It does give a nice foundation without as much slippage as the electrical.
There is a much easier way of doing that braided thing. I thought you were doing a wrist loop at 1st but that was way too short I was thinking lol what I do, I lay cords in one direction over the top and already have the foundation done. Put a rubber band to hold the strands in place, use your lacing needle and go the opposite way over under race strand. When you fill all the gaps, wrap it tight with sinew a few times and straighten and tighten all the strands, cut the extra off and wrap it all around very tight so nothing moves and I use hockey tape on top of that to keep everything smooth and then put the knot over the foundation
