Look, let me describe the series in a way that makes sense. Luna is a watcher who tries to make others connect, but also can show how bad the other side is. She kept Cipher out, and wants to have justice given to those who deserve it. When she goes too far, she gives time. That is why she comments so often. Her goal is to break the rotting infection off the Afton Family Tree. The only person who she truly hates is William and does dislike Bill. (Fair reminder: Luna acts differently than I do. I would not do this if I had that power since I would just make a world with Undertale being real).
