    You mean to say that this program already exists, but the 'community' wants to expand it? The program (excuses for idiot behavior) can't quite keep up with the amount of infractions, huh? Well that speaks volumes. And with all due respect, Pastor Bernice Powell Jackson, shut up.
    If you cannot afford the fine, do not do the infraction. Very simple for anyone with an ounce of brains
