5 years is unacceptable, because you plan for traffic as it was 5 years ago, thus you build for traffic accommodations that were needed 5 years ago. By the time the project is done, the new road has already hit its capacity if not maybe just short of it IF you’re lucky. If it’s gonna take 5 years to even start construction on a new/ improved-widened road, at least plan for the growth 15 years to even 20 years out. If a road is 2 lanes, one in each direction, and it’s gonna take you 5 years to widen it to 4 lanes, 2 in each direction, you might as well spend the extra money making it 6 lanes, 3 in each direction, with good turn lanes, sidewalks, lights, and other utilities. Look I hate the concept of stroads but that’s what we use in the Us, so let’s at least make them good.
Only if transportation engineering was this easy. the AADT (Average Annual Daily Traffic) and average growth factors for successive years (there are economic analysis table already stablished for all kinds of cities and town) for the same is calculated (minimum they take is 20-40 years (doesn't usually go higher for unknown factors, hence rehabilitation is preferred) depending on the region, type of axle load(vehicle class), population, directional distribution and a lot of other factors. some major highways are designed to last even longer due to access and disturbance caused by rehabilitation. (I'm not a transportation engineer but a Civil one :) )
You are lucky it takes y'all a year I'm from Jamaica and the roads down here are filled with potholes and the government never will fix them until 4 to 5 years later
