Unless your new radio is modified in some manner it will be 4.5 watts output, just like your current radio. 5 watts is the legal maximum transmit power allowed in CB Radio.
Using linear amps and boosters was a big thing back in the day. It is not an enforced market. The FCC has better things to do. I haven't owned a CB in a very long time but listening to the audio here on RUclips I can tell some old timers are still using echo boxes and other affects that are just annoying.

at 8:27 the car was over the stop line by half of their car ,so if they would have been behind the line you would have had plenty of room.
