Toyota can and will do both. They can design and release new cars while they simultaneously take care of the engine issue. Just to make sure you know, Toyota was the one that announced the engine manufacturing defect and they issued the recall. Of course consumers reported it first but Toyota didn't wait for any government pressure to start the recall. They took full ownership and discovered the mistake in their manufacture process.
