    I was one of the kids that was forced back into an abusive biological family situation after Virginia passed their “Family Reunification Act”. If I had stayed with my foster family (they hadn’t capped the amount of time before this, so I spent 3 years with the same foster family), my life wouldn’t have been so filled with threats and violence. Not to mention the drug use.
    I was lucky. I was 14 when I was shunted back to live with monsters. I was old enough to recognise evil, and to try and fight back against it. My physical body survived. My mind, however... I’m still trying to put it back together.
    This whole BS of “we have to keep the children with their biological families, they do better with their biological families” don’t take into account that there’s some women who have been given the title of “mother” purely because Mother Nature made the mistake of giving them a functional uterus.

      Oh no, I'm so sorry... I just wish these non-mothers had the sense to terminate all their parental rights and let the precious foster families adopt. From my indirect experience with fostering, that would have been the BEST scenario. I'm literally feeling physically ill from this story above all the ones 10 to Life has covered, this one frustrates the daylights out of me and makes me want to DO SOMETHING. I wish your story could've been different. I wish we as communities could pull together and make changes, and not just allow this crap to happen over and over, under the guise of CHILD PROTECTION Services.

    My god!! Literally, EVERYONE failed this child. Police, child protective services, therapists, and the judge should all be held accountable. This is heartbreaking.

      Idk when ppl will realize CPS is corrupt. They traffic children. Theyre the largest trafficking ring in America. Judges and case workers get bonuses for removing kids permanently from the home.... I know, I was a case worker.... every good judge that looks into it ends up dead... research cps corruption... educate urself.

    Eli’s step mom is amazing! Her poise and the depth of her words…that was intense. She did a phenomenal job of painting a picture of what a beautiful little boy Eli was and also how destroyed their lives are from Julisa’s horrific acts. I found that to be incredibly moving.

      Yes, that impact statement tore into my soul. So heartbreaking. This little boy's murder was the cruel eat evil. I'm on the fence about the death penalty but the woman that murdered Eli I think deserves it if there's anyone who does. I'm sure she'll find some way to enjoy prison, to rule over her own little world behind bars in which she feels like she's the center of attention and that's all that matters to her, on top of being fed and housed on the taxpayers dime. I doubt she will ever feel a shred of true remorse and so I don't think prison is enough punishment for what she did. To so brutally destroy and steal away the life of her own tiny, vulnerable child. Makes me want to vomit.

    I'm 63 & raising my 7 yr. old grandson, he brings great joy to my life, as any child should bring to their family. This woman & what she did to Eli sickens me to no end, I hope she finds the torment she deserves every day for the rest of her pathetic life.

      I agree I pray she suffers as Eli did, it is the most unfathomable and unforgivable thing in the world to me to harm a child. Also just want to say how much admiration and respect I have for you for stepping in to care for that young boy. I know I would do the same for my children’s kids. Children are a blessing, innocent and full of warmth and I’m so pleased he clearly has someone with compassion and love looking out for him. Sending you and your family prayers and good health. 🙏🏼

    What really pisses me off is hearing how Eli would act infront of the cps worker while his mom was there and didn't think that was enough to keep him away from her. He would constantly hide from her during their visits and would wet himself too. I cannot imagine the terror he was feeling knowing his mom is pure evil

      Unfortunately, this is quite common. It is so hard for fathers and stepmothers to get custody even when it’s blatantly clear that the mother is unstable and or abusive. I’ve experienced it personally with my step son. Thankfully we finally gathered enough proof and the judge thankfully had common sense and saw through her many manipulation tactics but it was a fight that went on for almost 2 years before we finally got full custody of him.

    As an x social worker there were many times I felt the child should not be returned to them; however the court sees the rights of abusive adults as more important than those of innocent children. It was infuriating to say the least.

    This story absolutely broke my heart. My son was murdered by his uncle and grandparents.
    He was only 8 years old.😔 And I’m still fighting for justice for my son. This case really messed me up.

      My stepdaughters were being abused by their mother (a nurse) and her boyfriend (a pediatric neurologist). CPS closed the cases every time without even talking to the mom or boyfriend due to their careers. Even with photos of bruises and the girls being old enough to describe exactly what was happening. We have full custody of them now but it took us 3 years and we had to use a lawyer. CPS was worthless.

    The most comforting thing to me, when my son passed away, was that we don’t fully understand time. There’s a planet that if we were standing on it looking at earth, right now, you would see dinosaurs. Time is a complete mystery. Eli is out there playing somewhere, my little boy too.💛

    Eli’s stepmom speaking at court made tears roll down my face. How eloquent… so well articulated… I felt her and Eli’s pain and unconditional love for their son. Heartbreaking and just so unnecessary.
    Thank you for covering this case.
    Eta: There was a similar case of this happening where a father was fighting for custody of his child and the mom and her boyfriend abused a little girl so badly that she ended up dying. It happened a few years back in Euclid, Ohio. I remember it specifically, and my heart hurt for the little girl’s father. He seemed like such a good man too. Tragic that these things happen so often. I don’t understand it.

    My heart goes out to Eli’s dad. This is so heartbreaking! I called CPS on my ex and they only took a report. He said nothing was going on and they took his word for it. CPS is a joke!

    Annie, you're absolutely right, I got my children. Took away almost 5 years ago from CPS and it was the best thing that ever happened to me. It made me see that I needed to change myself. I was an addict. I worked hard and changed my whole life, people, places and things and I have been sober. I'm happy to say for 4 years July 21st. My children are healthy, happy and I have had full custody back for 3 years now. Some parents to change some are cruel and don't deserve to have children.

      It's not that they favor the mother. They favor the parent the child has been with the longest no matter how that came to be and no matter what the circumstances are. Fighting it myself and I am a woman and he is an abusive POS who physically and emotionally abuse our children but because he established custody by illegal, and underhanded ways employing purgery among other tactics....well possession is 9/10's of the law. Who ever has them will keep them.......until you can get a miracle. Drugs, abuse, the kids statements, doctors, teachers, recordings, pictures the kids being removed over and over and then returned.......none of it matters and the parents who are fighting FOR their kids are deemed the problem. A lot of us who go through this end up taking our own lives..... We live in constant fear and pain and heartbreak. We live knowing that any moment the other parent could snap and do something like this and NO ONE WILL LISTEN TO US. Not until it's too late and we are on episodes like this talking about the could have, should have, would haves that everyone should have done. Getting absolutely no comfort from the comments saying how insane it is for it to get this far and yet.........

    My best friend and his family are going through something similar due to DFS not taking Noah Cuatro out of his abusive household when they were supposed to. This case starts in April. Justice for Noah.

    This is one of the reasons some parents "kidnap" their children. To save them from the other parent.
    My hubby and I struggle with fertility and are standing in line for IVF after 6 years of trying... How we would have loved this boy😭

    The saddest part is that Eli had a bio parent that wanted him. That child protection insisted on returning him to his mother is repulsive. She is a monster and life in prison is not enough. Thoughts and prayers to all who loved Eli. RIP little angel.

      Exactly!! I fully understand not wanting to separate a child from their biological parents. However, when the parents are separated, and you have one parent, who is perfectly capable, willing, and able to take care of that child, it shouldn’t even be a second thought.

    This happened in my town. It's so tragic 😭 I wondered if it would ever get covered by anyone in the true crime community because our town is such a small place.

    Parental reunification in my opinion should only happen if the parent shows continuous effort to stay clean, address their mental health, attend parenting classes and pass home inspections. I say this as an adoptive mom who went through all the above to be able to adopt my son. Having seen the CPS system from the inside, it is severely understaffed, underfunded and not nearly diligent enough watching parents who have had their children removed for good cause. Cases like this break my heart especially when there is a good father begging to get custody of his son who he knows is in danger!

    Absolutely heartbreaking case. I have an almost 2 year old son named Eli and currently planning his birthday party so it’s definitely hitting heavy on my heart. Horrific to hear what happened to this poor baby boy. He deserved all the love this world had to give.

    Seeing the child’s school homework broke my heart. My son is gonna be 6 next month and it just makes me think of how much of an evil animal you can be to kill your own son . To plan it , then go and do this to him is just unbelievable. She deserves no justice , no empathy.
    Man , hug your kids tight , love them even when they aren’t on their best behavior . Some kids clearly don’t get it at home 🥺 rest in peace little baby boy 💞

      I'm disabled and have caregivers that come to my home to help me out and I'll never forget how this one young woman came to work for me....the state sends them by the way.....anyway, this one in particular told me about how she just lost her son to his grandmother because she was violent with him....I was immediately terrified of her. She was weird and have off really bad vibes. Thank God I was able to get rid of her but I always wonder what makes someone so violent. Scary

      Every state has different policies but these social workers were making decisions based on biases for a mom in my opinion. Most of the time workers and courts are usually backing mom because they tend to be the "primary" parent. The judge obvious did not read the whole case file because in all honesty really failed this child. The judge usually makes the final decision in these cases.

    I agree with you wholeheartedly Annie. Why aren't there laws in place making CPS workers legally responsible for their decisions and actions? How many times have we heard how these people have too many cases and can't keep up with their caseload? These are our children. Any thoughts on where we can begin to have laws in acted to hold these agencies legally responsible? The "advocates" for this little boy should be facing criminal charges!

      CPS workers are overwhelmed, overworked and underpaid, to say the least. It's been like that for a long time, as anyone who would like to be a social worker knows. Applicants tend to be well meaning but damaged women who distrust men.
      Absolutely, let's clamor for laws regulating CPS. Anything to bring attention to the inadequacies of the system.

      And they are often pushed by whatever the supervisor above them or their department agenda is. So if they are audited by the state do their stats for reunification look good? To have both workers shift their recommendations from what they were reporting? Someone may have been "advising" them.
      They do have terrible jobs and are criticized at all sides. Didn't return fast enough, took kids who should have been left home, didn't take kids in danger, terminated when they shouldn't have, and sent kids back only to have them suffer or be killed. It's hard to predict what will happen and many workers are doing good jobs. No one hears of the cases where services and supports really help.
      But cases like this highlight that the error risk should always be on the side of overprotecting kids. There were so many serious red flags. The father wasn't fairly investigated. It didn't need to be all or none. This sweet boy had a safe and loving family placement. Supervised visits and working slowly, not closing the case, would have been better than rushing to reunification. So so sad.

      I know one guy and two women personally that worked for CPS. All three of them set out with good intentions but were mentally distressed and worn down in six months. Each of them had to resign or their own mental health. Keeping people in that soul destroying system is very difficult. You have to be a certain type of person to ride that job out. I will let you decide what kind of person that is

    This case had me crying at only a few minutes in. I had to take breaks in between. Eli's smile stole my heart. He was such a beautiful and happy boy. His case got me choked up so badly and I cried listening to this case. Her impact statement to the court, broke my heart. My thoughts and prayers go to his family and everyone who had the privilege to care and love him. This case is up there with the Baby Briana for me. I will never forget Eli's story, he will forever be in my heart.

    Heartbreaking. Julissa sounds like my daughter. I had to get sole custody of my 17 month old granddaughter 8 months ago. Thank God I did it when I did my daughter's had multiple incidents of psychosis/ drug use in the months Ive had this baby

And yeah I bet it's a tough situation for ur daughter to face too, to lose a childs custody and addiction is one hell of a disease .. so it's easier for her try to sift the blame on you, at this moment. But it's obviously clear that you are doing exactly what you should ♥️

      The system starts and ends with your state legislature. They are the ones who demand the children be reunited with their bio parents at all costs. Second are the judges who have the final word on reunification at the case level. The judge many times rules in favor of bio parents no matter if CPS says no. But, of course, yt blames CPS every time.

    This happened in a small, close and protective community just 30 minutes west of downtown Minneapolis. We are surrounded by one of the most beautiful and largest lakes and nature areas in Minnesota. The schools are wonderful. The teachers and parents love our little kids here. Eli's teachers adored him. A bridge over a channel of the lake was dedicated to Eli, and the community raised tens of thousands of dollars to help Eli's dad. Eli's memorial was full of beautiful flowers and mementos for Eli and his father. CPS and our courts wronged this child and his dad. The state is to blame for this murder. The only agency Eli's dad had to help his child failed him. The insensitivity is maddening. I'm relieved this woman is in prison. No one - literally no one locally - was ever divided. She did it.

    I agree this stuff needs to stop. I was in and out of foster care until I was 9. At 9 I was finally adopted. I adopted my niece. I've had her since birth because the hospital took her when she was born on substances. My sister's boyfriend at the time fought me for custody despite not being her dad and being an addict with a very violent rap sheet, and almost got her from me. If he hadn't gone to jail, he would have had her within a few days. It's really unreal how that even went that far. How much rope they give these people. How dangerous of a situation they were about to put this baby in for no reason, knowing full well that he wasn't the dad. It's sick

This is the stuff that dcfs does that puts so many kids in danger. They are over worked, under paid, and take the easiest route to close a case. Luckily divine intervention saved my daughter and its been 6 years since that case was closed

I know it makes no sense that those who commit these crimes leave such an extensive, obvious digital history… but at the same time, I hope that they continue.. just so that there’s no doubt of what their intentions were.. definitely cannot be a coincidence.. so glad that the insurance broker decided to speak up once he saw her on the news.

    Thank you so much for covering this. I live in thw area and saw her pulled over for over a half an hour. It was awful. She had blood and obvious brain matter in her hair. I saw her while taking my son to school. It was odd because she was walking around. I came back a half hour later and thw scene was the same. Our town can not understand why the cops let her go considering the obvious scene. It has caused so much heartbreak. I am a hairstylist. I told one of my clients that finally a true crime you tuber covered this case. She has a son that was in his class. I asked her how do you possibly explain this to a 6 year old? Let's just say it wasn't easy. Not only did her actions take a beautiful life, She also stole a piece of innocence from so many kids. Also what kind if cop doesn't notice 9 shotgun shots to the back sest?

      They noticed. They saw the blood all over HER, blood all over the inside of the car, a bunch of shotgun shells and bullet holes...they even found the body in the trunk IMMEDIATELY!!! Watch the police body cam footage! I can't believe they let her go home...and didn't arrest her on the spot as soon as they saw the body of a child in her trunk!!! Unbelievable!!!

      I was so touched by the young man who was picketing with his handmade signs. As far as I could tell, he was unidentified and I wonder if he was a relative or friend of the Dad or just a stranger with a big heart and a desire for change. I think if hundreds of people joined alongside that picketer, and made their own signs, and shared on social media, and the crowd just grew and grew -- maybe every Tuesday for a couple hours or whatever -- that finally the courts would get embarrassed enough by the situation that they'd actually make some changes and abide by the name of the agency: CHILD PROTECTION Services.

    Our CYS in this country is disgusting!! When I was a childcare worker, I had to call on several people that were abusing their children. They call the parents before they come and their standards have become very low. This poor little boy😢The father has to be completely heartbroken!! I say, lock her up and throw away that key!!

    I live in this town and this freaked me out so bad when this happened! Edit: I also used to work at carbones and I’m pretty sure I’ve served Eli and his dad. I remember driving by the crime scenes that were blocked off and being super scared and confused, and then finding out it was one of the worst possible things that happened while we were all asleep.     I’ll never forget this case. This happened like 30 mins from my house and my girls were 4 and 5 at the time. I didn’t even have the words. Minnesota is such a mothers state even when it’s harming to the children and it’s devastating.

    Hey Annie I grew up in Minnesota. The state failed him ,Many people do not know this but Minnesota is a "woman first state" Unfortunately that means even in a situation like this the state thinks it benefits the child more to be with the mother. My friend was a single father who had to press the state to get his son out of an abusive situation. Its sad and breaks my heart.

      My mom’s youngest child was married to a girl in MN and she was an alcoholic and addicted to opiates. She physically abused the oldest daughter horribly and tried to smother the youngest with a pillow twice! And they still gave her full custody! When the oldest was old enough to make a decision for herself she chose to live with her dad. The court gave her custody of the only boy and the youngest that she’d tried to smother twice! I’ve never understood how someone like that deserves custody of their children, the alcohol and substance abuse are obviously not a safe environment for the children. CPS up there would call him and ask him if he could come get the other two for “emergency” custody because the kids weren’t even going to school and it was an 18 hour trip one way, and only to know that once she went back in front of the judge he was going to demand they be returned to her. Finally she got a DUI and was released but got a second in less than 5 days and she lost all the kids and they’re now living in Ohio with their dad. She passed away in her sleep a year and a half ago, her organs just shut down from all the abuse she had done to her body. I’m not for always returning the kids to the mother, they need to be with the person who can give them the most love and take care of them the way every child deserves.

    Everything is absolutely heartbreaking in this case. But when i heard Eli's step mother talking on the street and after in court i was like "what an articulate, loving and very mature woman". I think she is amazing and it breaks my heart to think there was at least one great human that would have take care of him very well until he would be an adult, but instead ... 😢

    Hey Annie! I’m a new subscriber but let me just say, the main reason I watch your videos is because of how much effort and time you out in to getting all the information out. You get the facts girl! You care about the victims and getting their stories out there and it’s amazing to see.
    I recently heard about Lawrence Paul Anderson, he pleaded guilty to murdering his uncle, 4 year old cousin and neighbor (he cut out her heart and tried to feed it to the family for dinner) TRAGIC.
    I would love for you to cover this case and maybe other viewers too?

    I will never understand how a parent could do this to their own child, in any circumstances.

      She should never have been granted custody. All of this could have been avoided.

    Thank you for giving this case some attention! It completely dissolved in the news when it happened last year. :/ I had just started watching 10 to life when Julissa did this and I couldn’t believe these cases could happen so close to home. The entire CPS is failing and needs change. Rip Eli and my heart goes out to his dad… 💔

    The real culprits in this are the Dept. of Social Services and the court. The dad should sue the Department of Social Services. If people
    outside the family are given power over children, they should be held accountable for their decisions. The court is also responsible.

    The courts and cps need to stop with the mentality that children are better off with the biological mother. That is not always in the best interest of the child(ren).

    I heard a story on news nation yesterday about a small child that was beaten to death by his father. The mother called CPS several times and tried to get an emergency order through the courts and he killed him the next day. Another system failure. 😥 would Love to see you cover this one.
