Each team should play the other the same number of times, eg 3 Tests at home, 3 Tests away. Each team will play the same number of games, against the same teams, home and away. If this is too difficult, there should be pools. Pool A of the top 4-5 teams, and Pool B of the others. Again, they should play the same number of tests. The last in Pool A gets relegated to B, and the top in Pool B gets promoted to A.
