Bill will not pass bcs total majority is 123 . Both condition should satisfy that's it
In some texts type 3 special majority where 50% state ratification is required is mentioned and in some other texts MORE THAN 50% states ratification ... My query is which one is correct? Currently, we have 28 states then number of ratifications by the state required will be 14 or 15?
