One thing I am not quite sure of? I thought Arnold was 8 years old when the series started and the boys moved to the apartment? They mention he has been in the room since he was 6 years old? Is this an error?
So, if there was so much drama happening with Todd Bridges...Couldn´t there be a way for Conrad Bain to actually get custody of him and/or of he was an adult already to had him come live with him? ...I don´t know the full story.

He said he's climbed that ladder for 5 years, then Arnold would be 13, and he doesn't look 13, maybe 11 though. (if he was 6.)
