Lol the city is the capital of Rio Grande do Sul state, one of the richest and most developed in Brazil. People won't leave there. Around 4 million people live in it's city and outskirts. Floods already happened there, setting its central areas in water. The problem is that it didn't happen in a long while and although the state is one of the richest, it's in decadence and has a lot of fiscal problems, so the state and municipal governments never saw the protection from the river as a priority, even though scientists did alert them, not that there would be such a flood, but that would have heavy rain in 2024.

As a Brazilian, I can say that catastrophe prevention policies have not received due attention in recent years. Dismantling more than 480 environmental laws in the state and a former government that was more concerned with cattle breeding and works without bidding demonstrate total disrespect for nature. Where examples of prevention such as China and Europe were concerned about the population there were no deaths, the country is run by people who only think about their own interests. It wasn't just rain, it was a premeditated tragedy ignored by the state's governance. I live in Porto Alegre and I can say that the federal government is being negligent in rescues, doing much less than it could do and the state government is not only being inefficient but getting in the way, charging fines to trucks that come from other states to help, demanding driving license for boats of the volunteer staff who are helping. If it weren't for the mobilization of the people who live here, there would be many more deaths.
Good lord! We had a very disappointing federal response after Katrina in the US, but nothing like the stupidity you are describing. Meanwhile here in the Southeast we have summer temperatures, very dry, it hasn't rained in almost a month, soon this place will turn into a desert and the south will disappear from the map if it continues like this.

Lol the city is the capital of Rio Grande do Sul state, one of the richest and most developed in Brazil. People won't leave there. Around 4 million people live in it's city and outskirts. Floods already happened there, setting its central areas in water. The problem is that it didn't happen in a long while and although the state is one of the richest, it's in decadence and has a lot of fiscal problems, so the state and municipal governments never saw the protection from the river as a priority, even though scientists did alert them, not that there would be such a flood, but that would have heavy rain in 2024.
It hasn't reached this critical point, but the losses are gigantic.

My foreigner friends dont even known I'm from Porto Alegre. I'm living nowadays 40km west from there, and in a hill flat top, so the flooding nor landslicing hit us over here. I cant say the same regarding my love ones around. The good thing is: southern culture is strong enough to rebuild everything when together. Let's do it!

As a Brazilian, I can say that catastrophe prevention policies have not received due attention in recent years. Dismantling more than 480 environmental laws in the state and a former government that was more concerned with cattle breeding and works without bidding demonstrate total disrespect for nature. Where examples of prevention such as China and Europe were concerned about the population there were no deaths, the country is run by people who only think about their own interests. It wasn't just rain, it was a premeditated tragedy ignored by the state's governance. While the world moves towards better environmental laws, Brazil goes against the grain and moves towards an unprecedented end, if nothing is done this is just the beginning.

The state of Rio Grande do Sul is really very large and had 70% of its territory devastated by water. Mr. President, Luiz Inácio Lula da Silva, better known as LULA, is not helping the State as he should, due to the fact that he did not have many votes in favor of his candidacy here in this state. I tell you, with complete certainty and with a broken heart that it is the people themselves who are donating food, clothes and saving people from the waters. Businesspeople are helping as much as they can and politicians are just waiting for time to pass.

I live in Porto Alegre and I can say that the federal government is being negligent in rescues, doing much less than it could do and the state government is not only being inefficient but getting in the way, charging fines to trucks that come from other states to help, demanding driving license for boats of the volunteer staff who are helping. If it weren't for the mobilization of the people who live here, there would be many more deaths.

Good lord! We had a very disappointing federal response after Katrina in the US, but nothing like the stupidity you are describing. It sounds like someone is trying to use the tragedy to line their pockets. My deepest sympathies and I am very glad to hear your fellow citizens are helping each other. That is what is happening more and more in the United States as well. The emergency services are just overwhelmed by these big events and they are actively encouraging communities to organize to help each other.
