So moving the encrypted ic to another donor flex it should transfer the functionality perfectly

Theoretically, yes; Practically, it's hard to remove the IC perfectly, as the IC is too small and too fragile. This is why Face ID is so difficult to recover.

However, as far as we know, the industry is developing a new tool that can read and write the encrypted ic, which makes it possible in the future to repair the Face ID without removing anything from the old flex cable assembly. But it will take some time before the tool comes out, and we will definitely keep you guys informed. :)
