Why there is no upper limit for the dissolution?

Why there is no upper limit for the dissolution of IR products?
What if one got a high dissolution value, such as 200% for one or more units?

Higher strength dissolution prior to lower strength dissolution may also be the cause for higher dissolution results

when the drug has lower solubility, the drug will not get dissolved easily , it will be filtered out, so less or no response at initial timepoints, isn't it leads to false results and how drug having better solublity is a disadavantage in this case ---please clarify?
