The main reason expressed by Congress was ,the YF-22 cost less per Unit than the YF-23. That the YF-22 was slightly more manueverable at certain, but not all attack angles. That turned out to be , not true since the commissioned F-22 had several cost overuns. The F-22 Originally priced at 137$ million per plane. Is now 377$ miilion per unit. Sometimes, depending on the plane estimates run high as 678$ million per Unit. The canopy wears out sooner than expected. The terxture coatings of the F-22 wear out sooner than projected or expected. But it's still better than the PAK-Fa 50 by the Rusiians . Who are 20 years behind , if you do the math when the planes were rolled out and tested. The projection lifespan of the F-22 was/is 40 years.
Dakers11 I heard the primary reason Northrop lost was because of their massive cost overruns on the B-2. In light of the cost overruns on the F-22, I wonder if that incentive system (and desire to punish) will be in place when they evaluate 6th Gen fighters. Although it does not help the per unit cost when the military keeps cutting total numbers because the development costs are sunk and now have to be distributed over fewer aircraft so that drives up the per unit cost. The Air Force could seriously stand to have had more F-22s right now. We are seriously short of tactical units and the F-15 airframes are aging out (so are the F-16) and those are both based on 1970s design technology.
Hard to believe that this took place in the late 80's and early 90's...!? I'd love to see where they are actually at, when it comes down to what they can put in the air today.....

Wrong, the F-22’s unit cost is not $377 million, it was around 150 million, as per reported unit costs of the last raptors manufactured
I tested the YF-23 in “SFMC” and she could have been a game changer for the USAF.
