I will say it's refreshing to see character designs that look like...actual people. Even in the 80s people looking like that was hard to come by. Like the best examples I can think of are like "Crying Freeman" and maybe Megazone 23 II. In spite of the issues this OVA clearly has, I admire it for not just going for the typical look of the era
That style in the 80s wasn't hard to come by. Shows like cobra, city hunter, hokuto no ken and any high budget schlocky ova(like goku midnight eye) had that style.

I mean, Albegas does have a bit of notoriety as being almost made into a third Voltron series, and Ninja Robots/Ninja Senshi Tobikage does have it’s infamous dub and unique pedigree of people working on it behind the scenes, as well as it’s infamy in the Super Robot Wars fandom for kill stealing and murdering Ranka from Macross Frontier. But yeah, pretty forgotten all things considered.
Cybernetics Guardian may be Ohata's first credited directorial work, but the original MD Geist is technically his debut. Hayato Ikeda was credited as director, but it's come out that Ohata was the one who did most of the directing work - the only reason Ikeda was credited is that Ohata was still a fairly new talent (he was only 23 when it was being made). Anime News Network's old Buried Treasure column has a pretty good write up on the whole situation if you're interested.
I fully understand and acknowledge everything you mentioned about what's wrong with this OVA, but I have to admit, ever since you mentioned the ripping soundtrack featuring an 80's Japanese hair metal band, I was only half paying attention while wondering how and when I would get a chance to watch this dumpster fire. I will go into it with eyes wide open, no illusions, and with anticipation of getting totally pumped when the screaming guitars and red hot vocals come roaring in.
Sage still mostly ascribes to the model of the video reviewer popularized by the Nostalgia Critic, which is mostly to just go through the plot and make jokes and observations along the way. Kaiser on the other hand gleams over the actual plot to focus instead on analyzing the production values and overarching writing quality. The jokes come more as a means of emphasizing certain points of criticism or praise rather than making light of specific scenes.
Despite its huge flaws, I really like this movie. The soundtrack is awesome! I like the story even if it can get very confusing. The sub is the only right way to watch this movie. The dub is downright awful.
It's not bad, you just like something different. This anime is a classic Hollywood action Blockbuster. Popcorn media has value as mindless entertainment.

I enjoyed watching the dub for this one it is does have some odd moments of camp to it but was worth watching once don't know if i'll ever revisit it
