Finally, instead of red pepper flakes consider chopped calabrese pepper.
You really need to add some fresh chili to the garlic and in the last minute also put the parsley in the oil - then the pasta. Thats how the Italians do it!

No chef worth their weight will prepare the pasta first and let it sit in a colander. No wonder it was a struggle to separate it into the pan. It's supposed to be seamless: pasta from the boiling water is put directly into the pan with garlic. Ugh.

May I know the purpose to reserve 2 cups of pasta water?
You can add the pasta water into the pasta for some gravy so that it will not be too dry. It's optional.
