Turns out in Classic Traveller 18 year olds can fly an air raft under normal conditions and are familiar enough with weapons to use them without penalties. So not totally unskilled.
Death in character creation is one of the draws when I run one-shots of Classic Traveler. Steering that low stat character into a high risk career becomes a spectator sport at the table.
I still spend hours just making characters (so fun). Many have died while I attempted to maximize their outcome. Many of those that survived the creation process went on to die in their first or second adventure. Death seems to be the common denominator in this game for my characters.

On mustering out you may be able to get weapons skills.
Lots of fun and easy to understand, compared to the War and Peace rulebooks of some later games. Plenty to be said for austerity.
