Its because hes a driver. Any other unit and he would go higher. He's useful in arena with a good wolf team

So I’m on a new server and do not have a lot of good hero’s unlocked yet. I got Yuri to 30. Should I put anything into Beatrice or wait until others high on your list unlock?
