mp4 is a multimedia container for video and audio mp3 is lossy audio-only container I think you mean from mp3 to 8-track lol I think actually might literally be 8 track. there's a lot of warbling here a lot of sound characteristics that are quite nostalgic to me but very characteristic of loose magnetic tape tension or slippage
