- Firefighters from the Harrisburg Bureau of Fire's D Battalion responded to this row house fire 9 minutes into their night shift.
The fire was reported as smoke form the wall in the 3rd floor. The fire was deep seated in the voids of the 3rd floor knee walls and the 3rd floor floor joist space as well as the rear bump out ceiling void space.
The fire followed the voids from those areas up along the rafter bays in the roof to the cocklofts at the peak.
Firefighters brought the 2 alarm fire under control in about an hour but worked for 3 hours to fully extinguish the fire.
Firefighters from the Defense Logistics Agency, Steelton Boro, Swatara Township, Penbrook Boro, Susquehanna Township and the West Shore Bureau of Fire assisted at the scene. Lifeteam EMS and West Shore EMS provided rehab and EMS for the incident.
The fire remains under investigation.

Thank you, I like to make sure that we have the resources coming that we need and might need. I like for the guys to be able to work and do their job, but there is also a line that can be crossed when they are taking a beating and we are not working on beef of those we serve, so, I call for help early. It can always be turned around. As this video shows, the gap when you're tapped out can seem like forever until the next wave arrives.

Our police are a big help to us at fires, occasionally the car is the traffic control and occasionally we are the traffic being controlled. We work through it and bust their chops and most of the time they are good about it. They also do a great job of getting these homes evacuated and areas cleared and information gathered. It's a team effort! Plus they know they really wanted to be firemen anyway. ;)
Our police are a huge help to us every day. Occasionally they get a car in the way. But occasionally we mess up their work as well. so together we work through it and try to do better next time.

Oh did that cop have it coming daring to park in front of a hydrant to get to scene 1st and just watch ! I didn't see you changing camera to that fireman by cop car. And he busts out one back passenger window then the other to string a hose thru. Firemen should just leave hose hooked up there if they leave before he gets back !
Chief, you and your D Battalion did great! Firewall or not, that whole damn block would have went if not for your department's and mutual aid's companies work... And you orchestrated the entire thing... Kudos!! Especially with very limited resources out of the chute.... You and your department have much to be proud for!

Technology has been such a wonderful thing for fire response and fire science. I remember Our Lady of Angels fire just like it was yesterday and the amazing heroics of the times. Getting control of this rowhouses upper floor fire, above the fire wall was stellar. Big thank you to all Fire Fighters everywhere!
I remember that "Our Lady of Angels" school fire in Chicago. That fire was in December of 1958, and I was a kid of eleven years old. I was in the 5th grade. What hit me was that 93 children and 3 nuns (school teachers) were killed in that tragic fire. At that point in my life I was getting a better understanding of the world being a bigger place than my home in my neighborhood and my Grade School that I walked to every day. I remember talking to my dad about the Chicago fire (he was a career City of Harrisburg firefighter). I can't remember the exact words, but the time he gave me to try to explain what fire can do, and how to avoid smoke (staying low, etc.) and acting fast to escape the smoke, heat and fire. I just couldn't grasp how a school building could burn, and why the kids didn't run away. That's when I learned about the dangers of smoke, and being trapped, which was the "killer" in that Chicago fire. I do remember dad saying most of those children died from the smoke, before the flames of the fire got to them. I began to grow up in a hurry in the late 1950s and those whacky days in 1960s. By the end of the 1960s I began my college days, got drafted into the Army, became a specialist on Aircraft Parts for a Huey unit in South Vietnam. I had several very close calls with death, but I made it home in one piece. I came home, got a good job, got married, bought a home, and we had 2 wonderful kids. And in the late 1970s I was on hand to see my dad retire from his City Fire Department in Harrisburg. He was a happy man to have lived thru 24 years of the stress of dealing with the ugly results when people became victims of tragic fires.
My Chicago elementary school, Arnold, burned down a few months later in January 1959. I was in 8th grade. Lucky it was a Sunday night conflagaration and no people were in the building.
What a great perspective by the “on-scene” commander. Really enjoyed this.
This IC knows his job. Incredible operations as a Command Officer, and awesome work by crews. Need to see this more often all over.

Philly, Harrisburg, Hazelton, Scranton, Allentown, Reading, Tobyhanna, etc.... Many towns in Pennsylvania have neighborhoods consisting of these types of fully attached and semidetached old row homes and duplexes, all of which can be a potential nightmare whenever fire strikes...

Thank you. One of my most important responsibilities is the well being of the crews, and you have to do what needs to be done sometimes to ensure that's happening. We don't have the luxury of a ff on the turntable so we do what needs to be done.
I'm too old to fight fires but I watch videos to learn all I can. This was very educational.

It's not always a perfect situation. But that said the most important safety issue at that moment was to get the main moved so there was egress for the men on the roof as they moved with the fire. Our aerial chauffeurs get dressed and go to work. I know other places may do it differently and that's fine for them. With our staffing and what we often have to accomplish with that staffing it's a trade off we accept. Who wouldn't love more staffing. But while we wait and or fight for that, the job still has to get done, the citizens will not accept, "if only" as an excuse.

Love seeing all the team work. Not just the firefighters, but even the police helping out as well. Not a fire fighter here, but military veteran and former law enforcement. Team work between agencies is always great to see.

Thank you! I like our team work as well. Our police and EMS are always willing to get in the mix. We don't play games when the chips are down. Its a great group of dedicated people serving HBG!
Sometimes you have to do what you have to do to get the job done when it needs to be done. Our crews were committed and the guys needed the ladder to be moved as an egress point that was safer to get to. I have no problem making sure those guys are as safe as is possible. You know, when it needs done it needs done, doesn't matter who has to do it.
New perspective into firefighting from a Chiefs point of view. Excellent strategy and use of resources prevented what could have been a major disaster. Job well done.

Thank you. One thing I love about our City is that the emergency service work hard and they work together. Our police are always willing to give a hand when it comes down to these incidents. Ans they certainly don't get the credit they deserve for the daily beat down they receive.
That type of construction must be a firefighters worst nightmare! The Chief is excellent at juggling about 500 balls at once. That stressed ME out! Great job!!
great job -being from the mid south , I get a blank look when I use terms like balloon construction etc to the younger guys. Great job knowing your district's construction and doing an actual 360 . as opposed to the windshield command that was in vogue (much to my frustration)

Fine, fine aggressive interior attack. The only thing I didn't hear was PAR calls with the amount units working, but I may have missed it in the edit ! Ending shots of the fireground showed the situations the interior attack faced ! Your firefighters and officers obviously know their stuff ! Superb job, Chief
There was no formalized par over the radio on this incident. That said there were many face to face interactions with the members and officers in charge of sectors as the incident played out. I'm not saying there shouldn't have been, but we had an accountability working and after the video ends got some reinforcements at the command level that began managing other parts of the incident. The way we work isn't for everyone for sure, but just because there was no par over the radio does not mean that there was not accountability being addressed. Thank you for the feedback.

Hope your able to stay warm up there right now Phil, you guys have been having a tough time the past few weeks it sounds like, but hopefully it’s gonna break soon and better weather is around the corner. Looks like Scott’s even got a good bit of ice and snow in Tennessee which is uncommon to have that much in his area at one time. It’s been bad for a whole bunch of us this month for sure!

Thank you, we have a lot to do with the little that we have. All of the crews know that and work very hard to get the job done as efficiently as we can. But it's all based on their hard work.
@Brian Bastinelli nice job on the 360,had a good friend that was a Harrisburg B.C. .. His name was Ron Reed I’m sure it’s before your time since I’ve been retired from P.F.D. Local 22 for 7 years but he hung out out my station while his daughter was taking a test for college back in 2001. We remained friends for about 15 years afterwards but haven’t received a return Christmas card for a while. Stay safe and I hope Ron is good!
Thank you. Chief Reed was my first Battalion Chief when I came on the job. He was one of the best Chief's I've ever worked for. I've not talked to him in a bit, but I am going to reach out to him this week.
Great perspective from the helmet camera. Chief did a great job. What this shows best is the effect of the budget cuts and manpower reduction. They're lucky they haven't had more casualties from running this shor.
We have more staffing currently than we have had in the last 20 years. The chief is consistently working to upgrade our staffing. But at the street level, the job still must get done and the brothers and sisters do a great job of making that happen.

More than just the fire was out of control - even the captain was reporting fire was 'under control'. Then this amazing Chief shows up, tells the captain if he thinks it's under control, he is looking at a different fire, LOL. The minute the chief takes over, everything gets sorted, and a plan was put into place. That guy needs a HUGE raise.
Thanks for the shots after the fire. I would like to see that on more videos. It gives a little better perspective of what was going on on the inside that can’t be seen from the outside.

Interestingly enough we actually took this job. I work for a restoration construction company off of derry Street, I wasn't there for the es but i find it interesting that there is footage of a house that we are doing the repairs on.

I have a question. You pointed out to HPD that you had a firewall. What were you seeing to make that determination? I know nothing about firefighting so I’m curious. Thanks!
Every four houses there is a ridge that runs up the roof, you should be able to see it when you look down the row to the left. That ridge is the firewall sticking out through the roof. Not all firewalls do that and not all firewalls are made equal. Some are mostly there and are not tight allowing fire spread, some are in poor shape and in these old houses some of the mortar is breaking down and of course some of them have been breached for various reasons like running utilities ect. You can never just say oh there's a fire wall we're good. But if you get people in there and you 'support' the fire wall you can make a stand and stop the fire there. If the fire wall was good, like we had on the Dauphin St. fire, it does a good job all on its own. But we still had a crew with a hoseline in there monitoring the conditions.
Great work chief ... totally in control even took the time to move the aerial when it was called to be moved .

@@rob.o.b Initial 2 engines, 2 trucks. 1st alarm fill out 1 engine, 1 heavy rescue, 1 air unit. 2nd alarm 2 engines, 2 trucks,1 rescue, then we had two recall engines as well. Roughly 41 personnel in total.
These row house fires must mske the firefighters nervous. You can loose a whole block. There were fires in two separate brick doubles in my neighborhood recently and there was considerable damage to one side and not the other in both cases. Brick firewalls and the great work of the Hsgerstown MD fire department saved both houses and they are being repaired.
I was a fire dispatcher for 20 years. Great job.

Oh God what were they thinking way back when those homes were built? I couldn’t see myself living in such a dive even when they were brand new.
Keep in mind these houses are over a hundred years old and are at the heart of a city that has been economically strapped since the 70's. And that they are inhabited by people and families who are just trying to make it to tomorrow. The blame for the long neglect of these homes is directly related to the level of ignorance and level of greed that many of the absentee slumlords have. They are the people living in beautiful neighborhoods in cities and states far away from Harrisburg taking advantage of people who do not have the means to immediately improve their situations. What we see happen day in and day out at the hands many of these landlords is disgusting.

This fire was truly a structure fire. The fire would have eventually entered the living spaces but upon our arrival it had a good hold of the voids and as you said was moving quickly through them. They crews worked hard, got after it quickly and got ahead of it.

Wood frame homes built right on top of each other - what could possibly go wrong!!
Continuous cocklofts &knee walls... firewalls every six units. The architect was an arsonist.
Built in late 1800s with different fire rules.
Was wondering what purpose the knee wall provides. There are no row houses where I'm from thankfully for firefighters. Just a construction question.
Good question. The Knee wall is not really specific to row houses but is specific to houses with peaked roofs. The peaked roof created a triangle shaped top floor. The knee wall serves to purposes, one is roof support as it goes from the bottom of the roof to the floor. It is also used to 'square' off a room making it a more inhabitable space. Generally the space behind a knee wall is unfinished and open to other voids in the construction allowing for rapid fire spread. Some people have put floors I that area and doors in the walls and made them into storage areas.

"County" dispatcher sounds a lot like HAL from 2001....Incident Commander is the model of how the job should be handled.
They don't use FM talkies, but most probably digital DMR technology. I have a Motorola with both DMR and FM and it sounds like that on digital.
I like to hear a nice calm voice on the radio, helps me to try and do the same thing!
