Johnson City city manager nearly bought Sean Williams' former condo

Johnson City city manager Cathy Ball told reporters Wednesday that when she first moved to the city two years ago, she was under contract to buy Sean Williams' downtown condo. Ball said she pulled out of the contract as soon as she learned Williams was a fugitive.
