How do u do the tv glitch into the basement in act 1 and how do you get over the fence to the generator in act 1 basement?

To do the tv glitch you must put the tv at a specific part of the floor than crouch and run toward the back of the tv. Now while flings are very hard to do for the fence, I personally recommend stacking boxes and chairs to jump over the fence.
