What is the purpose of the grey levers? To keep the red piece at some angle?

Yup, it is to keep the ret piece level so you can attach some kind of gripper on the red piece.

Yes, the parallelogram keeps it oriented at the same angle always. To expand the functions and make it a 3-axis mechanism, you could add another axis of motion by actuating the grey links and get a rotation of the end tooling.
