Nas is conceptually more creative. Hov is more technically adept. Jay may not share Nas ability for creative writing. But Nas doesn't have Jays ability to weave in the double entendres and punchlines like Hov.

For me it’s Nas. I think Nas is the better lyricist technically & I also enjoy Nas’s Catalog more than Jay’s overall. There’s records Nas have done that are some of the most creative records I’ve ever heard like I Gave You Power for example. Both are incredible but from a Lyrical standpoint, Catalog standpoint Nas edges out Jay-Z to me. Nastradamus, Street’s Disciple & Nasir are probably the only records from his discography I don’t like. Out of Jay’s 13 albums I only like about half: Reasonable Doubt, The Black Album, The Blueprint, American Gangster, Vol. 2: Hard Knock Life & 4:44. The other records are hit or miss.
