Because of genetics Himanchal people are light skinned. Same mostly Punjabi are also light skinned. But Punjab is equally or sometimes more hotter than South India. So "hotness" is definitely not a factor. The more big factor is sunlight exposure Both Punjab and Himachal are Northern state which doesn't get that much u.v. radiation.
There are lighter skin people in every state . One main reason is kushans shakas ,greeks ,synthians etc mixed with northern most parts .that is one of the reason .also climate
You know crime rates have been increased in uttarakhand because of people immigrants from Bihar and up. Acha hai Himachal mein koi jameen nahi kharid sakta bahar ka warna yeh log bhi wahi par Gand dalte.
