Hardly. Jet turbines need fuel. Otherwise it is just an electric fan, and you would just use a motor. Unless you are suggesting to use an electric motor only to start it, which is valid and is how my (and most all) turbines work. This is a great idea if it can be made to operate.
For such a small model, spark plug is too bulky. Consider using heating wire to ignite a flame. It's small, and it can be heated with 12V. For spark plug you need bobine and electronic ignitor. Such wires were used on 2T RC piston engines in the past, and I don't see a reason why it shouldn't be used here.

I think no clutches and try leaving the starter motor connected but get a better quality motor
